Ingredients

- 2 cups Water
- 1.5 cups Sugar
- 1/4 cup Flour
- 2 tbsp Ghee
- 1 cup Milk powder
- 1/2 tsp Cardamom
Instructions

Mix milk powder, flour, ghee, and milk to make a soft dough.

Shape into balls.

Fry in ghee on low heat till golden.

Boil sugar, water, and cardamom to make syrup.
